Before we get started, a quick reminder: we are still in the middle of hurricane season.
A tropical depression is heading toward the upper Texas coast and will bring heavy rainfall into the region on Tuesday and potentially Tuesday night. Space City Weather put a Stage 2 flood alert into place for areas along and east of Interstate 45, and Stage 1 to the west.

For those who are unfamiliar with the Space City Weather (SCW) flood scale, you can read about it here, but we are dropping in a picture below.

Message from CenterPoint about the upcoming storms: CenterPoint Energy activated our Emergency Operations Center this morning and are preparing for possible impacts from Tropical Depression Five. The weather system could bring heavy rain, localized flooding and gusty winds to Southeast Texas, including the Greater Houston area, starting Tuesday.
How we’re preparing
The safety of our customers, communities, and employees is our highest priority. As we continue monitoring weather conditions, we are taking a series of actions to prepare, including:
- Activating our Emergency Operations Center to coordinate preparedness efforts.
- Preparing 2,700 frontline personnel as well as resources to support potential restoration efforts.
- Inspecting power lines and substations across the Greater Houston area and taking action as needed.
- Clearing hazardous vegetation near power lines.
- Coordinating closely with local officials and emergency management partners.
- Monitoring weather conditions around the clock as forecasts continue to evolve.

News from your Elected Officials
Council Member Julian Ramirez
Greetings from your At-Large 1 Council Member!
I recently filed a proposed agenda item (Prop A) called the Timely Campaign Reporting Ordinance to hold accountable those candidates for city office who fail to timely file their campaign finance reports. The measure would require the City Secretary to inform the Texas Ethics Commission, which has the authority to investigate violations and assess fines, of late filings and non-filings.
Transparency in campaign finance is critical to evaluating candidates, as is ensuring that those who want to represent you can do basic things like follow rules and meet deadlines.

Right now, only the Houston Chronicle informs the public when candidates are late or don’t file at all. City Legal is currently reviewing the proposal. I’d appreciate your support when it comes to council.
Council Member Alejandra Salinas

I want to express my profound gratitude for inviting me to speak at your July meeting.
Since then, Houston City Council passed our Right to A/C ordinance, making working A/C a basic health and safety standard for Houston renters. My At-Large 4 office also received hundreds of applications for our A/C 4 You program, a free portable air conditioner giveaway for Houston seniors, disabled veterans and individuals with disabilities, low-income families, and those facing financial hardship.
The Public Safety Committee meeting, which was expected to provide answers about the more than 100 calls HPD made to ICE as reflected in the first quarterly immigration transparency report, also took place last week.
However, HPD senior leadership did not show up. I will continue pressing HPD for answers about the increase in calls, detention times, and how the department plans to respond. [click here to view a brief recap]
If you ever have any questions or concerns, please contact my office at (832) 393-3012 or AtLarge4@HoustonTX.gov.

News Around the Neighborhood
August Super Neighborhood Meeting
We had a great August meeting! We heard from New Hope Housing, talked about trains, and had a surprise visit from Texas House Representative Christina Morales!

We’re also giving a special shout-out to Finca Tres Robles, which donated veggies, milk, and a chicken. Amy Erickson and Lisa Hunt used them to prepare healthy food for dinner and snacks. We are so grateful for our neighbors and community coming together!
What is the Super Neighborhood Working on?
We have been busy in the last few months! Take a look at what we’ve been doing to advocate for an improved quality of life in the East End.
Public Statements and Meetings Attended
- On August 5, Lindsay Williams and resident Kyle Rogers met with Houston OEM to review safety improvements for the Polk St. Underpass that would help prevent drivers from driving into floodwaters.
- On August 6, Lindsay Williams filed a comment with the Surface Transportation Board, including twenty pages of community stories about the impact of trains in the East End.
- On August 11, Lindsay Williams spoke at the Gulf Coast Rail District to keep the East End top of mind as they review projects and priorities.
- On August 12, Lindsay Williams, Clay Dippel, and Amy Erickson participated in the East End Rail Safety Task Force to continue advocating for improved rail safety in the East End.
- On August 13, Lindsay Williams attended the Houston ISD School Board meeting to advocate for keeping closed school campuses in the community.
- On August 17, Lindsay Williams attended the Texas House Transportation Committee hearing on SB 1555 to advocate for more money for infrastructure around freight trains. The video can be found here at the timestamp 6:08:21
- On August 18, Lisa Hunt, Amy Dinn, Amy Erickson, residents of the Super Neighborhood (Kyle Rogers, Ian Hlavacek, Roy Hirsch), and a friend of our Super Neighborhood, Scott Singleton, spoke at Houston City Council about the Polk St. closure and the failure to implement the MOU. Lindsay Williams spoke to support the Right to A/C Ordinance brought by Council Member Salinas.
- On August 19, Clay Dippel and Lindsay Williams attended the Harris County Precinct 2 Re-Imagine Milby Stakeholder meeting to review the latest plans aligned with community concerns and share significant feedback. Precinct 2 will announce another community meeting to share the proposed plans and hear from you!
- On August 27, Lindsay Williams listened in on the H-GAC Greater Houston Freight Committee meeting.
- On August 27, Lindsay Williams attended the East End District Board Meeting and made a short public comment.
Advocating for you!
Telephone Road – We have been listening to your concerns and feedback about the Telephone Road redesign. We collected it all and shared it with the TIRZ 23 board, who were excited to hear from us and to learn about our ideas for solutions. While we cannot get our original design back, as many wanted, we are grateful to the TIRZ 23 board for listening and finding ways to make the redesign a little safer for pedestrians. This includes:
- A crosswalk added at Eddington, which is helpful for residents going to and from Tlaquepaque Plaza,
- Updated placement of the HAWC signals to be more in line with where students cross to go to school,
- Tree placement and selections, as well as additional shaded structures to create a shaded walkable canopy along Telephone, and
- Flashing reflective beacons along crosswalks to improve visibility for cars to notice pedestrian crossings.
Eastwood Park is going to get a little bigger. During the TIRZ meeting at our Super Neighborhood, we heard from the community that a piece of land next to Eastwood Park was up for sale, and we suggested the TIRZ purchase it and connect it to the park. The TIRZ took the community up on that suggestion. The TIRZ agreed to purchase the land and is exploring ways to continue the Eastwood Park development!
These suggestions came from the community, who came out and shared their ideas and feedback.
New, safer pedestrian crossing on Wayside by Walmart. Amy Dinn and Robert Gallegos (along with many Idlywood residents!) led the charge on safety improvements you will see on Wayside by Walmart. Thanks to these efforts, and with support from Senator Alvarado and State Rep. Christina Morales, a new, high-visibility crosswalk now connects the bus stops, along with new signage alerting drivers to pedestrian crossing safety.
Metro Houston was instrumental in lining up the bus stops so TxDOT could implement a crosswalk. We hope this will help our residents and neighbors taking the bus to Walmart move a little safer in the area!
We can advocate for your real needs when you come to meetings and speak up. We cannot thank you enough for your role in making our community a better, safer place to live!
In the news!
- ABC 13 – Stalled trains rack up thousands of complaints each year
- Houston Chronicle – Nearly half of Houston groups linking residents to City Hall are inactive. Why?

Important Election Information
We’re sharing some helpful election information now, but our September 23 Know Your Ballot event will have more details. Mark your calendars!
The general election is Tuesday, November 3. Key dates:
- Oct. 5 – last day to register to vote or to update your address
- Oct. 19-30 – early voting
- Oct. 23 – deadline to apply for a mail ballot
- Nov. 3 – Election Day
Some voters may find their congressional district has changed under the newly redrawn maps, so confirm your registration and polling place even if nothing has changed for you personally.
Check at votetexas.gov or harrisvotes.com, or call the Harris County voter registration office at 713-274-8200.
New $5 city trash fee is on your water bill now
Check your August water bill. For the first time, Houston is charging households directly for garbage and recycling service. City council approved the $5 monthly fee in June as part of the FY2027 budget, and most residents will see it on their August or September bill.
It won’t appear as a new line. The existing “Solid Waste Cart Fee” has been renamed “Solid Waste Cart and Administrative Fee” and will show $6.29: the new $5 charge plus the $1.29 cart fee that was already there.
The fee moves the Solid Waste Department out of the general fund and into the city’s utility system, and is expected to raise about $24 million a year for trucks, staffing, and reliability. It’s set to stay at $5 for at least two years before increasing over time. Houston is the last major Texas city to charge a garbage fee.
If the fee is a hardship, city council voted unanimously to expand the W.A.T.E.R. Fund (Water Aid to Elderly Residents) to cover it. Contact Houston Public Works or call 311 to ask about assistance.
Also worth knowing: after a two-year pause, the city is resuming water shutoffs for delinquent accounts starting September 8. About 15,000 customers citywide are affected. If you’re behind on a bill, call now rather than waiting.
Harris County’s budget comes due in September
The county has proposed spending $3.096 billion next year, about $327 million more than this year. Rising healthcare costs, law enforcement pay, and the end of federal pandemic aid account for most of it.
Whether that means a higher tax bill depends on a vote scheduled for September 8, when commissioners set the rate; under the option currently in the budget, the average homeowner would pay roughly $148 more a year to the county.
Commissioners are split, and not on party lines. We built an explainer covering what’s driving the increase, who’s arguing what, and how to comment before the September 17 adoption vote. You can read it here.
City of Houston Solid Waste Operation Update
We learned some helpful information about Heavy Trash. First, at least for now, all tree waste and bulk waste will be picked up together. The schedule is still every other month, and pickups should be scheduled for August, October, and December. We are sharing the scheduled dates for each neighborhood below.
- East Lawndale – Heavy trash pickup scheduled for October 6
- Idylwood – Heavy trash pickup scheduled for October 6
- Broadmoor – Heavy trash pickup scheduled for October 7
- Country Club Place – Heavy trash pickup scheduled for October 7
- Eastwood (East of Lockwood) – Heavy trash pickup scheduled for October 7
- Eastwood (West of Lockwood) – Heavy trash pickup scheduled for October 2
*Please note these are estimates based on a few addresses. Want to check the schedule for your address specifically? Check out the address lookup tool.
Don’t forget that if your heavy trash is not picked up on the designated day, submit a 311 report to document it so Solid Waste has a record of where locations are missed.
Solid Waste Management Customer Service
The Solid Waste Management Department has a new Customer Service Line to better support residents with questions and concerns, including inquiries related to collection services, cart issues, recycling, and other issues.
Solid Waste Management Customer Service Line: 832-394-1453
Agents available Monday–Friday, 7:30 AM to 4:30 PM
This line is intended for follow-up on existing 311 Service Requests.
Update from East End District
McKinney Sidewalk Project construction has made significant progress over the summer. The East End District won a federal grant to improve the sidewalk on the north side of McKinney between Cullen and Dumble. The contractor is making their way east on McKinney. They are working faster than materials are coming in. They will be backfill the areas left in the month of September and aim to wrap construction by the end of October, just in time for Halloween!

Houston City Council actions in August
A/C is now required in all rental properties (Aug 19) – Council amended the city ordinance to require air conditioning in all rental properties. Previously, landlords could opt out if the property had window screens. Central air isn’t required; window or other units count, and landlords have 120 days to comply. CMs Carter and Flickinger voted no; the vote was 12-2. CM Salinas, who led the effort, said the Health Department will guide implementation and enforcement. This is arguably the biggest item of the month for East End renters given the older housing stock.
HPD’s first-ever public ICE report; unfortunately, the chief didn’t show (Aug 25) At the Public Safety Committee, HPD Division Manager Jim Mallard presented in place of Chief Noe Diaz. The report showed 103 immigration-related NCIC hits during the quarter, and every one resulted in contact with ICE (a 100% contact rate).
Of those detained, 57% were released on scene, 18% were transferred to ICE custody, and 13% faced new charges; average detention was 39 minutes. Salinas: “Right now we are calling ICE on people that are reporting crimes; that practice needs to end.” No official explanation was given for Diaz’s absence. Also relevant: at the Aug 19 meeting, CM Martinez asked the mayor for help getting a U Visa for someone who witnessed and reported a crime to HPD and is now in ICE custody.
Two measures headed to your November ballot (Aug 12) – Council approved adding a charter amendment to the November election that would deprioritize enforcement of low-level marijuana offenses and ban no-knock warrants. Ground Game Texas gathered over 40,000 signatures for the measure, the Houston Freedom Act, which instructs HPD to make Class A and B misdemeanor marijuana possession its lowest enforcement priority. Good “mark your calendar” item.
Fee relief for homeowners rebuilding after a disaster (Aug 12) – Item 26 allows Houston Public Works to suspend certain fees for people repairing or rebuilding homes after a disaster. Low-profile but practical for a flood-prone part of town.
Tax break approved for a new NRG plant at Greens Bayou (Aug 19) – Council approved a tax abatement for a new NRG power plant at their Greens Bayou generation complex. Benefits cited: increased grid stability and 14 full-time jobs at a pledged $25/hour. CM Salinas supported it but urged “a hard look” at abatement policy going forward, including requiring companies to raise minimum wage, workers’ comp, and benefits.
