Spring is an exciting time here in the East End, and there’s a lot going on in the neighborhoods before it gets too hot to be outside!
News Around the Neighborhood
🌳 The Super Neighborhood teamed up with Harris County Precinct 2 and Second Ward Super Neighborhood for a trail litter clean-up, which was sparked by a request from our very own KIPP students. 💪
Together we hauled away:
✅ 14 bags of trash
✅ 1 mattress
✅ 2 tires
✅ Several large tree limbs
✅ ~10 cubic yards of debris
Proud of our students for leading the charge! 💚

Neighbor News: Houston Country Club Place
Congratulations also to this month’s Yard of the Month winners, Lauri and Joe Zuchlewski! What a beautiful yard!

The HCCP Civic Club will hold Officer and Board Member Elections for the upcoming 2026-2027 year.
A few helpful notes:
- The elections will be held at the June 23rd Civic Club Meeting – 6:30 pm.
- HCCP dues must be paid by June 23 to remain in good standing and vote for new officers and Board Members.
- If you would like to run for an office, serve on the Board, or nominate someone, please attend the June 23 Civic Club Meeting!!

Neighbor News: Idylwood Civic Club
Idylwood was busy in May 2026 – but that should come as no surprise with Idylwood’s close community.
A reminder from the Idylwood Deed Restriction Committee: Short-term rentals are expressly prohibited (Section 4.1, Single Family Residential Use) in Idylwood. This includes renting any part of the Residential Dwelling to others for less than one (1) month.
This month, Idylwood had:
- Neighborhood Cleanup May 16 at Spurlock Park, making sure the park is cleaned up for summer.
- IdylWine in the Garden, a lovely event benefitting the Idylwood 2028 Centennial.
- Thirsty Third Thursday in the Park kicked off the monthly happy hour in Spurlock Park.

Neighbor News: Eastwood Civic Association
Eastwood Civic Association has been working with the city on mill-and-overlay projects, as well as a newly started project to improve the sidewalks on the north side of McKinney from Cullen to Dumble.
In addition, the Eastwood Civic Association participated in Lantrip Elementary’s “Sparkle Day,” working with the Lantrip PTO to clean up the Lantrip campus.

What?! An HEB is coming to the East End?!
It is not set in stone, as shovels are not in the ground yet. However, HEB had a replat request approved by the Planning Commission, which shows good intentions for an HEB to finally arrive in the East End.
It would be in the same location as the current MoonStruck Drive-In – along Delano between Commerce and Canal St.

From what I’ve heard from those in the know, it looks very promising. Let’s keep our fingers crossed and keep manifesting that it will come true!

City of Houston FY 2027 Budget
The city’s FY 2027 budget process is in full swing, and we have been working hard to provide reviews to help you learn more.

FIFA World Cup Street Closures
EaDo Management District and the FIFA Host Committee have put out the Fan Festival Road Closures. You can see the maps here.
Houston Host Committee Closures (May 1st – August 7th)
- McKinney, Lamar, and Dallas streets are closed between Hutchins and Emancipation.
- Walker Street closures began on May 25th.
- Polk Street (between Hutchins and Emancipation) is scheduled to close on May 25th.
- Hutchins Street (between Walker and Polk) is designated as a public safety closure.
Public Safety Road Closures (June 6th – July 23rd)
- These closures occur daily, beginning one hour before the Fan Festival opens and reopening after the festival closes for the day.
- Affected streets include:
- Capitol, Rusk, Dallas, and Clay (from Chartres to Hutchins).
- Walker, McKinney, and Lamar (from Chartres to Hutchins).
- Polk (from Chartres to Hutchins).
General Festival Schedule
- Between June 11th and July 19th, additional streets will implement temporary closures one hour prior to operating hours to facilitate business services and deliveries.
- Texas Avenue and Emancipation Avenue will remain open throughout the FIFA Fan Festival™.
New Train Camera

We have one train camera at Eastwood and the Galveston Subdivision, which you can see here. We just added another on Polk St. at the East Belt, which will help many plan routes getting around the trains.
You can see the new train live feed here.
This is not a perfect solution, but you can at least check before attempting to use Polk St. to see if a train is parked.
Solid Waste Update
The Solid Waste Management Department has a new Customer Service Line to better support residents with questions and concerns, including inquiries related to collection services, cart issues, recycling, and other issues.

This line is intended for follow-up on existing 311 Service Requests.
Super Neighborhood Heavy Trash Pick-ups
Since we still need some help in getting heavy trash picked up, we are coordinating with Harris County Precinct 2 Commissioner Adrian Garcia to conduct large-scale cleanups in the Super Neighborhood.

419 Emancipation
We toured the 419 Emancipation facility on Wednesday, May 20. There are about 200 beds in the facility, which will serve as a routing point for the unhoused.
Helpful facts:
- Operating under Harris Health and includes access to mental healthcare, getting identification, and the sobering center as needed.
- Will do a phased opening, not all 200 beds will be open at first.
- Not taking walk-ins at first. They will only take those brought in by law enforcement.
- Anticipated stay will vary depending on the nature of the case.
- Children will not be permitted. Women with children will not be routed through.
- Sexual assault offenders will not be permitted.
The facility is officially open and has taken in its first customer. We will report what we learn over the coming months.
Houston City Council actions in May
Apartment Inspection Ordinance
The Apartment Inspection Ordinance was passed on May 6. After a roughly five-year effort, the council unanimously approved an amendment establishing a High-Risk Rental Building Program to target unsafe living conditions and repeat offenders. The registry flags buildings with ten or more health and safety violations within a six-month window, subjecting them to ongoing inspections and elevated fines.
It launches as a pilot covering 12 of the roughly 4,800 apartment complexes in the area over a one-year period, with escalating daily fines for unresolved violations (reported to range from a few hundred dollars to $2,500), and, in extreme cases, the city may revoke a property’s certificate of occupancy. It was carried by Council Member Tiffany Thomas and Mayor Pro Tem Castex-Tatum.
FY2027 budget proposal
The budget proposal was presented on May 5, and the vote is set for June 3. Mayor Whitmire presented a roughly $7.5 billion citywide budget, including a $3.16 billion General Fund, up $385 million (5.4%) from FY26, against a projected $209 million gap. The administration frames it as a “structural reform” budget with no increase in property taxes.
The headline item is a new $5 monthly solid waste “administrative fee” on about 400,000 customers, plus a right-of-way rental fee on the water/wastewater utility, together essentially erasing the projected deficit. City Controller Chris Hollins pushed back, arguing it shifts costs onto working families and hides the price of city services. The public hearing was on May 20, and the council votes on June 3.
CenterPoint gas rate ordinance
The CenterPoint Gas Rate ordinance was on the agenda for May 19–20. An ordinance on CenterPoint Energy Entex retail gas utility rates, approving an interim rate adjustment subject to refund while maintaining current rates in effect. Worth watching for anyone paying a gas bill.
Campaign-finance repeal attempt
Council Member Edward Pollard of District J moved to repeal a city policy limiting how much campaign money can be used to repay certain loans. Notable as one of the Proposition A–enabled member items rather than a mayor-driven agenda item.
FIFA World Cup preparations.
Council has been bracing the city for the World Cup at NRG Stadium, including logistics, security, and related agreements, ahead of matches this summer.
